Since 2006
WPSL was formed and incorporated in Nigeria in 2006. Two decades on, our scientists, engineers and trade specialists carry experience earned across SGS, Bureau Veritas-adjacent, Cotecna, Saybolt and Intertek-trained careers — brought home and put to work for West African governments and operators.
Who We Are
Worldwide P.I.C.O.N. Services Limited is a group of experts specialised across the domains that decide whether trade is trusted: import and export inspection, trade facilitation, risk management, bulk cargo assessment and testing, facility management, security and scanning, IT solutions, logistics, infrastructure procurement, instrumentation and advisory services.
We combine a well-trained workforce with the commitment and instrumentation needed to meet clients’ needs against international best practice — our core competence is international trade facilitation, applied with the discipline of a regulator and the responsiveness of an operator.

Brief History
WPSL is established to work across imports, exports, oil, gas and chemical inspection — building relationships with suppliers, manufacturers, terminals, airlines, shipping lines and agencies across the continent.
Our staff participate fully in Nigeria’s destination inspection programme, building deep expertise in risk management, valuation, classification and x-ray scanning operations.
Long-running cargo survey contracts begin with ORYX Energies, Sierra Leone National Petroleum, Zeefacto Oil & Gas and TGI Oil & Gas.
WPSL builds standard laboratories across major West African business districts — Lagos, Cotonou and Lomé — in association with technical partner Stewart Inter Sea Limited (SISA).
WPSL is engaged on four national metering-verification schemes for the Federal Government of Nigeria: energy, telecom, crude oil and taxi meters, each on six-year terms.
Management Structure
WPSL operates a matrix structure combining functional departments with specialised project-management groups. Unlike a conventional hierarchy, our strategic, tactical and operational levels interact in real time — the people setting policy are the same people answering the phone when a vessel is alongside.
Petroleum engineer with 30+ years across Global Inspections, Bureau Veritas Monrovia and WPSL. Member, International Institute of Marine Surveyors. Expert in port administration, export audit and meter proving.
Petroleum engineer, University of Port Harcourt. Former Gas & Crude Oil Inspector at SGS and head of Hydrocarbon Inspection at ICS Marine Cargo Surveyors, Genoa.
B.Sc Finance & Banking and MBA. Twenty years across the Central Bank of Nigeria, Global Inspection Services, Cotecna and WideBeam International.
Electronics & Computer engineer, Lagos State University. Cargo and Draft Surveyor before progressing through Petroleum Inspection Coordination at WPSL.
Electrical engineer and automation specialist. Formerly shipping & logistics manager at Global Inspection Services before joining WPSL in 2014.
Chemist overseeing all quality-control operations, with prior roles at Specialist Inspection Services Cotonou and SGS.
Geology & Mining graduate trained by SAYBOLT, Netherlands. Prior experience with SAYBOLT, Intertek and Inter Sea Marine Cargo Surveyors.
Electrical engineer, University of Port Harcourt. Trained in China, Japan and Germany on the laboratory equipment WPSL sources and maintains.
Technical Partner
SISA began operating in the early 1980s as a high-technology inspection services provider in the United Kingdom, with expertise spanning cargo conformation assessment, pre-shipment and destination inspection, pollution and loss control, export/import auditing, cargo superintendence, quality control, image analysis, and facility design and instrumentation.
SISA maintains a functional corporate presence in over 11 countries, including Nigeria, Cotonou, Lomé, Ghana, Senegal, Liberia, Sierra Leone, Angola, Cameroun, the United Kingdom and Egypt — the backbone of WPSL’s laboratory network.
