Six capabilities that follow the cargo end to end.

Each service exists to answer one question with evidence: how much, what quality, and who is accountable for the difference.

01

Pre-Shipment Inspection

WPSL assists government agencies on revenue drives by ensuring the correct methodology is adopted in assessing both quantity and quality — and reported accurately — boosting national revenue through careful classification, valuation and risk management.

  • Quantity & quality assessment at point of export
  • Classification and customs valuation support
  • Risk-managed reporting back to the mandating agency
02

Facility Acquisition & Instrumentation

We research, design and implement cutting-edge infrastructure, and help government agencies re-engineer complex operational processes with the right technology. If the constraint has a physical solution, delivering it cost-effectively is our job.

  • Enterprise risk-management software solutions
  • High-resolution X-ray cargo scanners for risk detection
  • Cloud-enabled servers, terminals, 4G networks, security & monitoring systems
03

Government Export Supervision Schemes

We work closely with governments to protect their interests around verification of quantity — as technical partner to Specialist Inspection Service Limited on Sierra Leone’s Export Supervision Scheme, and alongside Global Inspection Services on Nigeria’s pre-shipment inspection of crude oil and gas exports.

  • Confirming every bill of lading reflects quantity actually shipped
  • Quality verification where quality bears on pricing
  • Fiscal auditing by qualified chartered accountants
  • Pipeline, point-of-export and custodial transfer monitoring
04

Inspection Services / Cargo & Draft Surveys

Bespoke inspection tailored to each client, covering dry and wet cargoes, crude oil and refined products — plus terminal audits, loss-control investigation and tank cleaning. We conduct independent qualitative and quantitative analysis on vessel and on the exporter’s storage tanks.

  • Crude oil & petroleum products
  • Liquefied gases
  • Chemicals
  • Terminal audits & loss-control investigations
05

Risk Management & Certification

Our staff participated fully in Nigeria’s destination inspection era (2006–2013), building deep skill in valuation, classification, risk detection, scanner maintenance, assessment, profiling and forecasting — expertise we now apply to clients’ own computerised risk-management systems.

  • Customs import documentation & clearance risk review
  • X-ray scanning operations & scanner maintenance
  • Design and implementation of bespoke risk-management solutions
06

Laboratory Services

Strategically located to serve West African operations, our laboratories — held in association with technical partner Stewart Inter Sea Ltd (SISA) — offer a comprehensive range of chemical and petroleum analyses, continually upgraded for accuracy and speed.

  • Spectrometer — metals detection
  • Salinometer — salt-in-oil detection
  • Horiba — sulphur-in-oil detection
  • Draeger, Petrotest, Stanhope Seta & IROX apparatus

Laboratory Network

Three labs, operated around the clock.

The Lagos, Cotonou and Lomé laboratories run 24 hours a day, 365 days a year. At Lomé, a rapid service boat supplies inspectors to vessels, collects documents for delivery to banks, or retrieves samples.

Nigeria

Lagos Laboratory

Benin Republic

Cotonou Laboratory

Operated in association with SISA, serving regional cargo and export-supervision programmes.
